Approaches that work in the typical low-income country may not be appropriate in these poor-policy countries, as they typically lack the basis for country leadership of reform, and traditional lending conditionality has not worked well in inducing and supporting reform. Given the weaknesses in governance and central institutions, at times the development community may have a role to play in becoming more directly involved in the provision of basic health and education services. The poor-policy countries vary widely in their problems and opportunities.
Translating this moral clarity into sustained action is another matter, but signs of progress are evident on that front too. • An agreed, multidimensional set of targets. In particular, we have the MDGs themselves. As outcome targets, they focus attention on the desired ends of our development efforts, and they command broad international agreement. 7 percent of their gross domestic product (GDP). Moreover, as discussed earlier, the MDGs embody a newly acquired recognition of the multidimensional nature of poverty.
The shortfall is large: for example, education outcomes in Africa are far from reaching their targets under a growth-only strategy. Even if per capita income growth in Sub-Saharan Africa were three times as rapid as forecast and the region therefore met the income poverty goal, it would still fall short of the education and child mortality goals in the absence of more direct interventions in those areas. Therefore to meet the MDGs related to human development, the focus of implementation must go well beyond income growth.
