As for the Italian military, given the officer class’s overwhelming fascist indoctrination, military officers did not call for any organised resistance to the Nazi takeover. 58 At a lower level the ordinary ranks often had anti-fascist sympathies, sometimes gave out arms to civilian anti-fascists, and on occasion even joined them. This happened in piazza del Plebiscito on 9–10 September, when there was a lengthy battle between German soldiers and a mixture of sailors and civilians. The fighting extended down onto the sea front, and both sides suffered losses.

On the same day Badoglio’s government announced a curfew, and a ban on more than three people meeting together in public.
